New Bill Offers Opportunities for Affordable Housing and Community Improvement Districts

On June 22, 2026, Nebraska Governor Jim Pillen led a ceremonial bill signing praising the new Community Improvement District Act that will help open the door to more affordable homeownership in Nebraska. 

The bill creates a new, locally controlled tool to finance infrastructure and support new development. CIDs will facilitate the use of long-term assessments to finance the rapidly-increasing up-front construction costs for new development. This bill offers opportunities for many communities.  Cline Williams looks forward to partnering with municipalities and developers to implement CIDs and promote more affordable and innovative development across Nebraska to support this new bill.
